The objectives of the Royal Society for the Prevention of Cruelty to Animals
(RSPCA) are:
 | to prevent cruelty to animals; |
 | to ensure that legislation relevant to animal welfare is enacted by
government; |
 | to educate the public about issues relating to animal welfare and the
humane treatment of animals; |
 | to provide information, in the form of literature, seminars, lectures and
competitions, about the care protection and good treatment of animals; |
 | to manage hospitals, homes or shelters for the care and treatment of
animals; |
 | and to provide means of transporting animals requiring treatment or care. |
The RSPCA has powers under the ACT Animal Welfare Act 1992. If a person
commits an offence under the Act an RSPCA inspector has the power to seize the
animal if necessary. A person who commits an offence can be fined up to $10,000
or imprisoned for up to one year, or both. If a person obstructs an inspector in
the performance of his or her duties, the maximum fine is $5000 or imprisonment
for 6 months, or both.
If you are concerned about the welfare of a horse located on the property
where you agist your horse, contact the owner of the property in the first
instance. No property owner will be pleased to find that a horse has been
reported to the RSPCA without first letting them know what your intentions are.
If, after consulting the property owner, you agree that action needs to be
taken, allow the owner the first right of reporting. If they take no action you
would then be entitled to report the state of the neglected horse yourself. If
you agist your horse in a government paddock, contact the local ranger or the
Horse Holding Paddocks Section (Phone: 207-6088).

In addition to dealing with issues relating to animal welfare, the RSPCA
refuge has cats, kittens, dogs and puppies for sale. The sale price includes the
cost of spaying animals, if this has not already been done.
